The EAPF is unique in its standing as the only LGPS fund with a non-departmental government body in England and Wales as administering authority, the Environment Agency. The EAPF actually consists of two LGPS funds - an active fund and a closed fund.
The Fund is managed through the Pension Fund Management Team based in the Environment Agency’s Head Office in Bristol. It is a small team of twelve and acts as a very professional centre of expertise with outsourced benefits administration for about 41,000 members and investment fund managers with around £2.5 billion assets (£2.1 billion at the most recent triennial valuation in 2013).

Dawn has a wealth of experience as a finance professional for over 30 years and is at the helm of the EAPF, a global leader in responsible investment. She is passionate about the role of pension funds in moving to a more sustainable business world. Dawn plays a key role in highlighting the need for robust governance, valuing human resources and effective management of climate and water related risks to protect investment returns.
As Project Executive for the Brunel Pension Partnership Pool, she's part of the Cross Pool Collaboration Group looking at matters that will impact all the pools, including governance and risk.
Mark Mansley has over 30 years’ experience of investment. As well as helping develop the Environment Agency’s responsible investment strategy over the last decade (since 2011 as an employee), he worked with Rathbone Greenbank Investments, managing investments for charities and particularly pioneering impact investment. Previously, Mark advised the Universities Superannuation Scheme on climate change, and helped several fund managers, such as Aviva, improve their investment processes and integrate sustainability considerations. He has a mathematics degree from Cambridge University and is a Chartered Fellow of the Securities Investment Institute.
Faith’s career for over 20 years has been dedicated to integrating and reporting on environmental, social and governance risks in finance and investment. Faith leads engagement with the fund management industry and is involved in industry wide initiatives to improve standards in responsible investment, corporate engagement, fund governance and reporting.
Faith is also Co-Chair of the Transition Pathway Initiative (TPI), Chair of the Reporting and Assessment Advisory Committee for the United Nations Principles for Responsible Investment (UNPRI) and a member of the Investment Innovation Assessment Committee.
Craig has over 18 years’ pensions administration management experience across the public and private sector. This includes LGPS experience through roles with Wandsworth Council and actuarial and benefit consultancies including Gissings and Towers Perrin. He has been with the EAPF since 2009. Craig is a fellow of the Pensions Management Institute (FPMI) and has the diploma in International Benefits (Dip.IEB). He also has a degree in law and French from Cardiff University and a diploma in French law from the University of Nantes.
David has nearly 20 years’ experience of working with occupational pension schemes across the UK, and ten years specifically within the LGPS. Former employers include NPI where he worked as a Senior Broker Consultant specialising in income drawdown, and with Prudential’s Client Management Team, advising and presenting on workplace pensions. David joined the EAPF in 2013 and has a number of industry qualifications that include the Chartered Insurance Institute FPC.
Paul has over 20 years’ experience of working in the pensions and investment industry across both the private and public sectors covering both defined benefit and defined contribution schemes. Former employers include Sun Life, Threadneedle Asset Management and the Lloyds TSB Group. Paul joined the EAPF in June 2008. Paul is a qualified accountant, being a fellow of the Association of Chartered and Certified Accountants (ACCA) and has a certificate in International Financial Reporting Standards. He is also a member of the Pensions Research Accountants Group (PRAG).
Derrick has 30+ years experience in financial management, including 20+ years management of large pension funds in private and public sectors. Following a physics/chemistry degree, his early career was as an industrial chemist/quality control manager with Unilever. After retraining in chartered accountancy with KPMG and becoming a part qualified ACA (ICAEW), Derrick held a number of financial and investment management roles with Allied Domecq Group Pensions. He qualified as an ACIS (ICSA) specialising in financial management and administration and as a graduate member of CMI. Derrick joined the EAPF as national accountant in 2004 moving to an investment management role in 2007. In his private time Derrick was a Trustee Director for Allied Domecq Pension Funds for 6 years to 2013. He is also a member of PRAG and an IMC member of CFA UK.
Martin joined the EAPF in September 2014. Martin has been with the Environment Agency for 13 years in a number of roles, most recently in Fleet, helping to manage a project to procure telematics. These vehicle tracking/’vehicle behaviour’ devices have considerable safety benefits. Martin will apply his project and risk knowledge to our EAPF responsible investment projects.
Emily joined the EAPF in 2011. Emily provides project officer and communications officer support to the team and is Prince Foundation qualified. Emily organises the Environment Agency’s Head Office social club. Emily has a wealth of experience in project co-ordination and logistics management.
Irene joined the EAPF in 2014 having worked as a Payroll Manager and General Ledger Financial Controller for the Ministry of Defence. Irene is a Part-Qualified Accountant of the Association of Chartered and Certified Accountants (ACCA).
Gillian has nearly 15 years experience of working in finance and investment, including 11 years at Schroders Investment Management, analysing stocks and managing European equity funds on behalf of institutional and retail clients. Gillian joined the EAPF in August 2016. Gillian is a CFA charterholder and has a degree in natural sciences from Cambridge University and an MBA from Warwick Business School.
Christian has over 7 years experience in the Investment Management industry, spanning advisory, client servicing, distribution, product development and investment support. Christian has been with the the EAPF since March 2016. Christian holds a certificate in financial planning, the IMC and is a CFA Level 3 candidate. He graduated from Reading University with a BSc in Business Economics.
