Our team

The EAPF is unique in its standing as the only LGPS fund with a non-departmental government body in England and Wales as administering authority, the Environment Agency. The EAPF actually consists of two LGPS funds - an active fund and a closed fund.

The Fund is managed through the Pension Fund Management Team based in the Environment Agency’s Head Office in Bristol. It is a small team and acts as a very professional centre of expertise with outsourced benefits administration for about 39,500 members and investment fund managers with around £3.5 billion assets.

Craig Martin – Chief Pensions Officer

Craig has over 20 years’ pensions administration management experience across the public and private sector. This includes LGPS experience through roles with Wandsworth Council and actuarial and benefit consultancies including Gissings and Towers Perrin. He has been with the EAPF since 2009. Craig is a fellow of the Pensions Management Institute (FPMI) and has the diploma in International Benefits (Dip.IEB). He also has a degree in law and French from Cardiff University and a diploma in French law from the University of Nantes.


David Williams – Engagement Manager

David has over 20 years’ experience of working with occupational pension schemes across the UK, and 14 years specifically within the LGPS. Former employers include NPI where he worked as a Senior Broker Consultant specialising in income drawdown, and with Prudential’s Client Management Team, advising and presenting on workplace pensions. David joined the EAPF in 2013 and has a number of industry qualifications that include the Chartered Insurance Institute FPC.

Paul Phillips – Finance Manager – Pensions

Paul has over 20 years’ experience of working in the pensions and investment industry across both the private and public sectors covering both defined benefit and defined contribution schemes. Former employers include Sun Life, Threadneedle Asset Management and the Lloyds TSB Group. Paul joined the EAPF in June 2008. Paul is a qualified accountant, being a fellow of the Association of Chartered and Certified Accountants (ACCA) and has a certificate in International Financial Reporting Standards. He is also a member of the Pensions Research Accountants Group (PRAG).

Martin Parsons – Project and Risk Officer
Martin joined the EAPF in September 2014 having worked for the Environment Agency since 2001. Alongside administering the Risk process, Martin’s main focus is Responsible Investment (RI). In addition, Martin looks at how the EAPF can work with others to advance the RI agenda.
Emily De Sousa – Office Manager
Emily joined the EAPF in 2011. Emily provides project officer and communications officer support to the team and is Prince Foundation qualified. She organises the Environment Agency’s Head Office social club. She has a wealth of experience in project co-ordination and logistics management.

Maureen Grant – Personal Assistant

Maureen joined the EAPF in 2015. Her role is to provide a senior administrative and project support service to the team as well as providing PA support to the Head of Pensions. Maureen has over 20 years’ experience as a PA to Executive Managers and Office Manager.


Karen Silvester – Pension Fund Accountant

Karen has over 20 years’ experience working within the Environment Agency’s Head Office Finance teams, joining the EAPF in November 2017. Karen is AAT qualified and Treasurer of the Head Office Sports and Social Club.
