The EAPF is unique in its standing as the only LGPS fund with a non-departmental government body in England and Wales as administering authority, the Environment Agency.

The EAPF actually consists of two LGPS funds - an active fund and a closed fund.

The Fund is managed through the Pension Fund Management Team based in the Environment Agency’s Head Office in Bristol. It is a small team and acts as a very professional centre of expertise with outsourced benefits administration for about 39,500 members and investment fund managers with around £3.5 billion assets.

Jennifer Collins - Personal Assistant

Jenny joined the Environment Agency in 2017 and has recently joined the EAPF team, providing Personal Assistant support to Craig Martin and general administration support to the Pension Fund Management team.

Jenny has 15 years’ experience supporting Executive Managers and Partners in both Corporate and Legal.  Previously she spent five years in France, managing hotels and resorts, and is bilingual in French. She is secretary of the Head Office Sports and Social Club, and busy organising staff events.

Graham Cook – Chief Investment Manager

Graham has 25 years’ industry experience in the UK and Australia, primarily helping asset owners like pension funds efficiently implement their investment strategy. He joins the EAPF from Macquarie Group, where he focused on LGPS pooling.

Graham is Vice-Chairman of CFA UK and is particularly involved in educational activities, where he has been instrumental in the development and launch of the UNPRI supported Certificate in ESG Investment.

Graham has qualified as chartered Financial Risk Manager (FRM) and Chartered Alternative Investment Analyst (CAIA) and holds the Chartered Financial Analyst (CFA) designation. Graham graduated from Coventry University with a B.A. (hons) in Financial Economics and from Durham with MSc in Corporate and International Finance.

Maureen Grant – Pension Administrator

Maureen joined the EAPF in 2015.  Her role is to provide an administrative and project support role to the team, our members, employers, Pensions Committee/Pension Board and other stakeholders.

Mathew James - Pension Administration Manager

Mathew joined the EAPF in March 2022 and has over 19 years’ experience of working within the LGPS. Previously, he was with the Dyfed Pension Fund for over 18 years (as Communication & Training Officer for 14 years), and later joined the Powys Pension Fund as Member Services Manager. He has vast experience in the technical areas of Scheme administration and governance, as well as training and development. Mathew has acquired all relevant industry standard qualifications with the CIPP.

Becky LeAnstey – Climate Investment Analyst

Becky has over 18 years of experience at the Environment Agency, and joined the EAPF in September 2021. She has spent the majority of her time in scientific research, most recently in the Futures team of the Chief Scientists Group.

Prior to joining the team, Becky provided scientific advice for the EAPF’s policy on climate change. Her focus in the team will be investments, providing analysis on climate and natural capital to support the EAPF’s globally recognised leadership in Responsible Investment (RI).

Marion Maloney - Head of Responsible Investment and Governance

Marion Maloney joined the EAPF as Policy Governance and Risk Manager in November 2018. Before that she was a contributing members’ representative on the Pensions Committee, alongside her day job as a senior adviser regulating industry. Marion has over 20 years’ experience in public policy at local, national and European level.

Craig Martin – Chief Pensions Officer

Craig has over 20 years’ pensions administration management experience across the public and private sector. This includes LGPS experience through roles with Wandsworth Council and actuarial and benefit consultancies including Gissings and Towers Perrin. He has been with the EAPF since 2009. Craig is a fellow of the Pensions Management Institute (FPMI) and has the diploma in International Benefits (Dip.IEB). He also has a degree in law and French from Cardiff University and a diploma in French law from the University of Nantes.

Martin Parsons – Responsible Investor Officer

Martin joined the EAPF in September 2014 having worked for the Environment Agency since 2001. Martin’s main focus is Responsible Investment (RI) with the priority at the moment being climate change, whilst understanding the importance of biodiversity, a just transition and many related themes.

Martin works with a number of key organisations to help deliver the EAPF’s RI agenda, with a strong emphasis on collaboration to deliver results as efficiently as possible.

Paul Phillips – Head of Finance

Paul has over 20 years’ experience of working in the pensions and investment industry across both the private and public sectors covering both defined benefit and defined contribution schemes. Former employers include Sun Life, Threadneedle Asset Management and the Lloyds TSB Group. Paul joined the EAPF in June 2008. Paul is a qualified accountant, being a fellow of the Association of Chartered and Certified Accountants (ACCA) and has a certificate in International Financial Reporting Standards. He is also a member of the Pensions Research Accountants Group (PRAG).

Karen Silvester - Pension Fund Accountant

Karen has over 20 years’ experience working within the Environment Agency’s Head Office Finance teams, joining the EAPF in November 2017.

Karen is AAT qualified and Treasurer of the Head Office Sports and Social Club.

David Williams – Pensions Manager

David has over 20 years’ experience of working with occupational pension schemes across the UK, and 14 years specifically within the LGPS. Former employers include NPI where he worked as a Senior Broker Consultant specialising in income drawdown, and with Prudential’s Client Management Team, advising and presenting on workplace pensions. David joined the EAPF in 2013 and has a number of industry qualifications that include the Chartered Insurance Institute FPC.

Jacinta Wilmot – Pension Communication Specialist

Jacinta joined the EAPF in August 2019 with 11 years’ experience working on the HR Pensions Team in the Environment Agency. She specialises in dealing with member queries and addressing issues from an Employing Authority perspective. Jacinta is experienced in reviewing HR policies in line with regulatory changes and in making recommendations on complicated cases which has given her an insight into the pension scheme and member experience. Her focus will be on improving member engagement and implementing our Communication Strategy.
